As the population has grown the shallow wells have depleted the upper groundwater aquifer and failed septic tanks have dumped effluent into groundwater and canals. The purpose of the program is to assist income qualified homeowners with the cost of connecting to City utilities when they become available. The Citys utilizing The Cape Coral Housing Development Corporation to assist with maintaining a waiting list for this program.
